Alex specializes in innovative research using big data at the intersection of health care, outcomes, and public policy
Alex is a health policy expert with over 10 years of experience inleading policy analysis, impact modeling and program evaluation for a diverse array of healthcare stakeholders. While his focus is on CMS data systems, he also works with other government systems from Census and CDC as well as proprietary private data sources on special topics.
At NORC, Alex’s portfolio includes work on seniors housing among Medicare enrollees, Medicare Advantage insurance plans, hospital finances, Medicaid secondary data quality and demographics and utilization for conditions of interest (e.g., Parkinson's Disease, bilateral hearing loss). He is spearheading a broad claims-based infrastructure to support faster and more detailed research on chronic and potentially other disabling conditions across CMS claims data systems. Additionally, Alex contributes to the ongoing evaluation of the Global and Professional Direct Contracting (GPDC) alternative payment model by leading the section on New Entrant organizations with particular history in Medicare Advantage.
Prior to joining NORC, Alex led quantitative analytics for membership advocacy organizations and private healthcare firms to project and assess the impact of proposed policy changes at Dobson DaVanzo & Associates. At the Patient-Centered Outcomes Research Institute (PCORI), he was a foundational member of the Improving Healthcare Systems program, providing study oversight and developing multi-stakeholder advisory and technical expert panels to prioritize research topics. Alex also spent two years an emergency preparedness planner at the State of Wisconsin, where he designed rapid mass vaccination and prophylaxis clinics and supported local jurisdictions in disaster planning.
