NORC at the University of Chicago’s integrated suite of services helps government agencies, NGOs, and foundations design, implement, and evaluate their programs. Informed by decades of experience, NORC has a deep understanding of what it takes to execute a successful program. We use these hard-earned skills to help our clients avoid common mistakes and navigate the complex regulatory, logistical, or administrative hurdles that can slow or derail a project. 

Our expertise is deep and wide-ranging. We’ve been one of the Centers for Medicare & Medicaid Services’ go-to partners for evaluating new payment and care coordination models, and we’ve evaluated USAID-supported development programs around the world. We also run USAID’s Regional Technical Assistance Center and provide technical and operational support for the Physician-Focused Payment Model Technical Advisory Committee for the Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services.

Policy Analysis & Recommendation

NORC evaluated accountability issues in the implementation of the federal Elementary and Secondary Education Act, assisted the CMS Office of Minority Health in developing a strategic plan for promoting healthy equity in Medicare, and analyzed the impact on beneficiaries and providers of recent and proposed changes to Medicare policy.

Program Design

NORC helped the CDC’s Office on Smoking and Health to develop protocols to evaluate national and state tobacco control programs and worked with the Office on Women’s Health to create an innovative program to address disparities in mental health for women.

Technical Assistance & Implementation Coordination

We have helped AmeriCorps improve the quality of their program evaluations, supported a variety of tasks during the rollout of the state and federal health insurance marketplaces, and led the development of a Health IT Technical Assistance Center for the U.S. Department of Health and Human Services.

Cost Effectiveness & Cost-Benefit Analysis

NORC analyzed the impact on cost and quality when rural hospitals converted to Medicare’s Critical Access Hospital status, created a Substance Use Cost Calculator to help employers assess costs and risks, and studied the effectiveness of programs designed to improve HIV health outcomes for gay Black men.

Performance Monitoring & Evaluation

NORC Global experts conduct state-of-the-art impact and performance evaluation worldwide. In the U.S., NORC experts tracked changes in employer health insurance for the Kaiser Family Foundation, evaluated the Robert Wood Johnson Foundation’s Common Ground program to strengthen the public health system, and assessed the planning, implementation, and operation of state efforts to exchange health information.
