Ashley is a Senior Research Director with over 13 years of research experience in criminal justice. She has managed multi-mode data collection projects from questionnaire development to administration and analysis. Her primary expertise is working with the Bureau of Justice Statistics to clean and standardize criminal history record data to develop a research database that can be used to study recidivism in national samples of individuals released from prison. Ashley currently leads a team of researchers through standardizing all aspects of a criminal history record, from arrest through prosecution to sentencing and supervision on the Criminal History Record Assessment & Research Program (CHRARP).
Ashley is the data collection lead on the Longitudinal Study of 2009 Second Chance Act (SCA) Adult Demonstration Program Participants; she was responsible for questionnaire development and testing, specifications, and training material development, staff communication, liaising between field staff, IT and project staff as well as assisting in report writing. Ashley held the same role on the initial evaluation of the SCA program participants in 2013. She also serves as a site lead in evaluating Pennsylvania’s community violence intervention programs.
Prior to her time at NORC, Ashley provided program performance measurement training and technical assistance to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and Bureau of Justice Assistance (BJA) grant recipients. She assisted in the data collection, analysis, and writing of the 2009 Advisory Committee on Juvenile Justice Annual Report to Congress. She also developed a narrative coding framework for the 2008 evaluation of OJJDP’s Tribal Youth Program grant recipients.
