Elizabeth is a project leader with significant expertise in behavioral health, quality metrics, and Medicaid.

Elizabeth brings eight years of experience in public health programs, evaluation, and quality improvement. Her expertise includes behavioral health (eight years), developing and analyzing surveys and metrics (seven years), and working with claims data (five years). 

She serves as Project Manager for the Medicaid Financial Oversight Analysis, EPSDT, and CCBHC projects for CMS. She also serves as a Task Lead on the CMS Office of Minority Health project. She led the 50-state environmental scan for the EPSDT project and served as the project lead in developing recommendations for reducing administrative burden for the New Mexico Legislative Health and Human Services Committee.

Previously, she worked at Connecticut’s Behavioral Health ASO where she managed the state’s behavioral health HEDIS and CMS Core measures. She also led the Analytics and Reporting for Connecticut’s SUPPORT Act Section 1003 project, using mixed methods to assess the Substance Use Disorder treatment system in Connecticut and develop recommendations for system transformation.
