Jeff leads the Behavioral Economic Analysis & Decision-Making (BEAD) program at NORC. He brings a wide range of experience—in academia, the private sector, and the non-profit sector—working with decision makers to directly impact business practices and public policy decisions. His recent academic research focuses on the application of statistical decision theory and partial identification analysis to make choices regarding the quality versus the quantity of data to be collected and analyzed. His research findings have been cited in hundreds of publications, including leading journals of economics, econometrics, statistics, and survey methods.
Jeff has devoted much of his career to survey research, especially the elicitation of subjective expectations. His research interests also include criminal justice issues, with work on racial profiling by law enforcement cited in a decision of the U.S. Court of Appeals for the Seventh Circuit. Outside of academia, Jeff co-founded the economics and statistics consulting firm Resolution Economics LLC. As Principal Researcher at the non-profit Education Analytics, he worked with school districts and states around the country to address challenges faced during the Covid-19 pandemic and was Product Owner of the Rally Analytics Platform, overseeing all aspects of product development and implementation. He has held faculty positions at the University of Michigan, Caltech, USC, and Carnegie Mellon, and led the football analytics group as Director of Statistics for the Philadelphia Eagles.
