Katherine Griffith Vedete

Katherine has over 15 years of experience managing health policy projects and providing technical assistance to federal and state Medicaid agencies.

Katherine Griffith Vedete is a principal research director who has directed and supported projects that assist policy makers with making evidence-based decisions through various modalities such as qualitative research, learning collaboratives, one-on-one assistance, webinars, in-person meetings, and public reporting websites. 

Within NORC, she is focused on providing technical assistance to state agencies addressing various topics, including quality improvement techniques, value-based payments, maternal and child health care, and behavioral health care. Katherine directs the Center for Medicare and Medicaid Innovation’s (CMMI) Transforming Maternal Health Implementation and Monitoring contract, which includes designing and implementing the model’s value-based payment. She also directs the Center for Medicaid and CHIP Services’ (CMCS) Medicaid Benefits and Coverage Oversight – Early and Periodic, Screening, Diagnostic and Treatment Benefit Task Order which includes overseeing an environmental scan, state technical assistance, a Report to Congress, and dashboard development.

Previously she supported states by leading technical assistance sessions on Certified Community Behavioral Health Clinic (CCBHC) payments for CMCS, and a OMH/CMCS Postpartum Care Quality and Equity Assessments by interviewing states about their postpartum care measure data. She also managed the Washington Health Care Authority’s (HCA) Maternal Care Model by providing technical assistance to HCA on design considerations and implications for a maternal episode of care.

Prior to NORC, she was a senior advisor within CMCS. In that role, she oversaw the annual release of the Medicaid and CHIP Scorecard, which included identifying and vetting measures, getting stakeholder input, and updating the reporting website. In addition, she managed the Medicaid Innovation Accelerator Program, which provided technical assistance to Medicaid agencies on topics such as beneficiaries with complex needs, community integrations, substance use disorders, quality measurement, data analytics, value-based payments, and financial simulations. Previously, Katherine was a senior manager at Academy Health, where she oversaw various state-based learning collaboratives and quality improvement projects.
