Vicki is a veteran sampling statistician with over 35 years of experience in sample design and survey methods research.

Vicki has covered surveys and censuses for the CDC, the Census Bureau, Covered California, Supplemental Security Administration, and nonprofits such as de Beaumont Foundation, California Health Care Foundation, and the New York eHealth Collaborative (NYeC).

Vicki’s experience in survey and sample design includes government and public interest surveys and censuses spanning topics such as immunizations, health care, health insurance, income, labor force, poverty, program participation, technology, robotics, public opinion, and agriculture. Her expertise spans traditional area probability sampling for the Census Bureau’s Survey of Income and Program Participation (SIPP) and Current Population Survey (CPS) to RDD sampling approaches for CDC’s National Immunization Survey (NIS) and the NIS Child COVID Survey (NIS-CCM) to new and innovative Internet sampling methods for custom research of at-risk populations.

At NORC, Vicki manages several teams of sampling statisticians and statistical programmers dedicated to implementing state-of-the art survey research methods and processes for complex sample design including dual-frame multi-mode designs, implementation and monitoring of fielded surveys, design/implementation of weighting methods, and variance estimation. Previously, she worked at TNS, Nielsen Mobile, Knowledge Networks, Abt Associates, and the U.S. Census Bureau in lead statistical and managerial roles. She also taught graduate courses in applied research methods and statistics at the Georgia State Andrew Young School of Policy Studies.

Vicki has published in statistical journals on survey and sampling methods, assessment and mitigation of nonsampling error, and sampling approaches for rare populations. She is an active presenter/publisher in conference proceedings for statistical conferences and workshops including the American Association of Public Opinion Research (AAPOR), Joint Statistical Meetings for the American Statistical Association (ASA-JSM), and the International Workshop on Total Survey Error (ITSEW).

An over-arching goal throughout her career has always been to implement sound research methods for investigating key social issues, ensure the highest data quality possible, and report analytic results and methods with integrity.
