Building Evidence for Decision-Making to Strengthen USAID’s Impact on Global Evidence Base
CHICAGO, February 6, 2024 — NORC at the University of Chicago will lead a consortium implementing Building Evidence for Decision-Making (BE4D), a new $53 million, 10-year global activity for the U.S. Agency for International Development (USAID).
The BE4D activity will promote USAID’s role as a contributor to the global evidence base in areas with evidence gaps, encourage the use of evidence and data during program design and implementation, and help identify and overcome barriers to evidence use.

Joining NORC in the consortium are the Dexis Consulting Group, ECODIT, the International Development Group, the Iris Group, and the Training Resources Group. The consortium brings extensive experience in program and activity design; measurement, evaluation, and learning (MEL); assessment, training, and technical assistance; dissemination and knowledge management; and collaborating, learning, and adaptive management (CLA). The consortium includes a network of local partners in over 150 countries.
