David Baugh Joins NORC at the University as a Senior Fellow in the Health Care Programs Research Department
CHICAGO, Feb. 24, 2021 — David Baugh has joined NORC at the University of Chicago as a senior fellow in the Health Care Programs Research department.
As a senior fellow, Baugh will be supporting NORC’s research priorities in Medicaid. Baugh is a leading national expert on Medicaid data systems and the use of Medicaid data for research.
“Dave has been at the forefront of federal efforts to create person-level data for research and policy analysis in Medicaid, and we are pleased to have him join our team of experts,” said Michelle Strollo, senior vice president of Health Care Programs Research at NORC. “His leadership and experience in supporting the development of the Medicaid datafiles we use in our research will be invaluable at NORC.”
Baugh joins NORC following nine years at Mathematica where he served as a senior researcher and project director developing Medicaid Analytic eXtract research and Medicaid Statistical Information System data. Prior to that, Baugh spent 37 years in the federal sector where he most recently served as chief of the Medicaid Program studies branch and as a senior technical advisor in the Office of Research Development and Information at the Centers for Medicare & Medicaid Services.
“Health care is one of the most pressing issues currently facing our country,” said Baugh. “Ensuring that policymakers have access to the most up-to-date and accessible data is essential, and I’m proud to join NORC in this crucial work.”
Among his achievements, Baugh has led and participated on many research teams across various topics for Medicaid populations, including Medicaid enrollment and expenditure trends, prescribed drugs, coverage, managed care enrollment, disability, and injuries. He has led several efforts to produce Medicaid data compendiums and chartbooks and has served as coordinator and contributor to two of the Health Care Financing Review’s annual supplements.
