Lisa Blumerman, Former U.S. Census Bureau Director of Survey and Census Analytics, to Lead Economics, Justice, and Society Department at NORC at the University Chicago
CHICAGO, January 28, 2020 — Lisa Blumerman, a 20-year veteran of the U.S. Census Bureau, has joined NORC as senior vice president and the department head of the Economics, Justice, and Society (EJS) department.
A proven leader and strategic director of large-scale statistical programs of national importance, Blumerman is also a recognized expert in communicating the value, importance, and technical merit of those programs. Blumerman will contribute her extensive experience introducing new methodologies, techniques, and data into demographic, economic, and administrative data collections and products.

At the Census Bureau, she served as associate director of the Decennial Census Programs, providing executive leadership for major programs within the Census Bureau: the 2020 Census and the American Community Survey. In this role, Blumerman was responsible for planning, developing, and testing the innovative design for the 2020 Census. Prior to that, Blumerman worked in several positions at the Census Bureau, among them director of the Governments Division, director of the Center for Administrative Records Research and Applications, and director of the Office of Survey and Census Analytics. Before working at the Census Bureau, she served as a senior research analyst for the American Public Welfare Association.
Blumerman will be based in NORC’s Bethesda office.
