Margaret Hargreaves Ph.D. Named Senior Fellow in the Economics, Justice, and Society Department of NORC at the University Chicago
CHICAGO, April 17, 2018 — Margaret B. Hargreaves Ph.D., nationally recognized for her work in healthcare and social policy research and evaluation has been named a senior fellow in the Economics, Justice, and Society department of NORC at the University of Chicago.
“Margaret Hargreaves brings to her work great skill and insight in the work of shaping systems and policies that build stronger communities,” said Chet Bowie, executive vice president of NORC. “She has advised policymakers, government agencies, nonprofit organizations, community advocates, and foundations on the planning, execution, and evaluation of health and social service initiatives designed to improve the lives of diverse, low-income populations. We are delighted she has joined NORC for the next phase of her highly productive career.”
Bowie noted that Hargreaves has expertise in four broad areas of work, each of which has value to NORC and its clients. She has directed research and evaluation studies of complex, multi-level, multi-sector initiatives addressing a range of social and health equity issues. These topics include reforming juvenile justice systems, preventing and mitigating adverse childhood experiences, improving child well-being, building healthy communities, implementing the Affordable Care Act, and responding to climate change. She has developed valid and reliable measures of collective community capacity to change systems and policies. Hargreaves has conducted evaluation training and technical assistance, ranging from individual coaching to national webinars and graduate courses. She has also supervised planning teams managing a range of health and social service programs for low-income and vulnerable populations.
“I cannot recall a time when clarifying and addressing complex social and health equity problems was more challenging or important,” said Hargreaves. “I look forward to the opportunity to be fully engaged in this important work with my colleagues at NORC.”
Hargreaves joins NORC from a position as Principal Associate of Community Science, Inc., a Maryland-based research and development firm specializing in systems-based approaches to addressing complex community problems. For six years she was a Senior Researcher for Mathematica Policy Research where she was Project Director or Task Leader evaluating a wide range of cross-sector initiatives, from community-based family support networks and learning collaboratives to integrated HIV housing and healthcare services. Earlier, she was a Senior Associate/Scientist for Abt Associates and a consultant to the Harvard Project on American Indian Economic Development.
She authored or co-authored three books, several systems change evaluation guides, numerous articles in refereed journals, and a vast number of project and technical reports. She is a frequent speaker at national conferences and workshops on topics that reflect her broad range of skills and interests, especially her expertise in evaluating collective and network-based initiatives targeting complex problems.
Hargreaves is a graduate of Carleton College, with a Masters in Social Welfare Policy from the Kennedy School of Government at Harvard University and a Ph.D. in Health Disparities, Health Policy, and Evaluation from Union Institute and University. She received the American Evaluation Association’s Marcia Guttentag Promising New Evaluator Award in 2011.
