NORC Promotes Jennifer Hamilton to Senior Vice President of Education & Child Development
CHICAGO, December 18, 2023 — NORC proudly announces the promotion of Jennifer Hamilton to the position of senior vice president and head of the Education & Child Development department. Having served as the interim department head for the past year, Hamilton brings more than 30 years of education research experience, a proven track record of strategic innovation, and a deep commitment to promoting equity in education.
Krishna Kumar, executive vice president of research at NORC, expressed enthusiasm for Hamilton's ability to inspire and drive success in her new leadership role.
“This promotion is a testament to Jennifer’s exemplary work ethic and strategic vision. I have full confidence that she will continue to inspire and drive success for ECD in her new role,” Kumar said. “This promotion is not just a recognition of past achievements but also her vision for solidifying existing areas of inquiry such as early childhood and K-12 education, while expanding into using AI for education and studying school-to-work transitions in a future where AI and other advanced technologies will be prevalent.”
Over her career, Hamilton has established herself as a thought leader and strategic thinker with extensive management expertise, consistently leading multidisciplinary teams to produce actionable results. As head of Education & Child Development, Hamilton is steadfast in her commitment to promote equity both within the organization and in the work that we do.

Some of her most notable projects for NORC include the College Board Virtual Tutoring Program Evaluation and Assessing Distance Learning for the Bureau of Indian Education. Hamilton is currently working to improve middle school math instruction through the Curriculum & Learning Improvement Project Consortium for the Bill & Melinda Gates Foundation, as well as evaluating project-based civics education for the Institute of Education Sciences at the Department of Education.
Before joining NORC, Hamilton served as a senior scientist at Westat, where she improved the rigor and internal validity of more than 20 i3 evaluations as a certified What Works Clearinghouse methodologist and oversaw numerous other education studies. She earned her PhD from the University of Maryland in education measurement and statistics.
