Toward Understanding Deradicalization in the U.S.
Challenge
There is a rise in domestic terrorism in the U.S.
According to the Center for International and Strategic Studies, domestic terrorism in the United States is on a dramatic rise, reflecting an unprecedented trend not seen in the U.S. in over 20 years. However, there is a lack of knowledge around the dynamics of domestic terrorism. The need to integrate deradicalization into counter-terrorism programs to achieve sustainable solutions is great.
Solution
NORC will evaluate and assess an existing program for scalability.
With funding from the National Institute of Justice, NORC at the University of Chicago will undertake a formative evaluation and evaluability assessment of Parents for Peace, a U.S.-based organization that provides deradicalization interventions for individuals vulnerable to extremism.
The following activities are in progress for this project:
- Conducting a scan of practices of U.S. deradicalization programs
- Reviewing Parents for Peace program documents and existing program data
- Conducting semi-structured interviews with Parents for Peace staff and stakeholders
- Developing a logic model of the Parents for Peace deradicalization program
- Drafting an implementation guide for Parents for Peace interventions
- Developing a plan to guide the outcome evaluation
- Developing data collection protocols
- Implementing program data collection and providing technical assistance as needed
Results
Evaluation and assessment are in progress.
The goal of this work is to determine the extent to which Parents for Peace builds upon an established evidence base, whether the program model can be evaluated, and whether the program can be replicated and scaled as a national model, should the outcome evaluation determine the program is successful.
