Carly leads projects and serves as a senior advisor or subject matter expert on NORC projects focused on evaluation, implementation and patient-centered approaches to research and practice. Holding a joint doctorate in social work and sociology, Carly’s career evolved in the government and nonprofit sectors, focused at the intersection of health services research and implementation, with a particular focus on the development and implementation of learning health systems and learning networks; dissemination and implementation of evidence-based practices; design, implementation, and evaluation of transitional care programs; and employment of mixed methodologies. As a health services researcher and implementation scientist, Carly brings over two decades of expertise in applied research, implementation, and patient and community engagement and over 25 years of experience in qualitative research, and leading multi-stakeholder convenings in public health, community and scientific contexts. Carly’s topic areas of expertise include transitional care, gerontology, psychosocial oncology, and cancer survivorship.

For the Agency for Healthcare Research and Quality (NORC), NORC partners with Johns Hopkins Armstrong Institute for Patient Safety and Quality (JHAI) and Baylor College of Medicine to implement and evaluate a Comprehensive Unit-based Safety Program for Telemedicine, focused on Diagnostic Accuracy and Antibiotic Stewardship. Carly leads recruitment and implementation activities for the project, manages partner relationships and oversees deliverables related to recruitment and implementation of the CUSP for Telemedicine program. 

Carly has supported PCORI in its stakeholder convening efforts and evaluation of internal processes. In addition, Carly works with several foundation clients, supporting efforts to convene and elicit recommendations from experts, shape strategy, and evaluate and improve existing programs via implementation evaluation and technical assistance.

Carly began her career as a community organizer in the non-profit arena, was an Associate Professor of Medicine at the University of Colorado, and a Program Director at the National Cancer Institute, leading cancer survivorship and care transitions portfolios. Carly later served as a Care Improvement Researcher for Kaiser Permanente Southern California and as a Senior Advisor at PCORI in the Healthcare Delivery and Disparities Research Program, where she led PCORI’s work in Learning Health Systems, workforce development, and learning networks. Carly has served as a technical expert for AHRQ and NAM initiatives, and as a thought leader for cancer, chronic illness, and transitional care initiatives, including work with the Office of the National Coordinator for Health Information Technology. Carly’s work is published in peer-reviewed journals, blogs, commentaries, NAM publications. Most recently, her thought leadership is reflected in a 2021 special issue of Medical Care highlighting transitional care.
