Christine (Tina) Nye, MSSW, is a senior fellow and consultant at NORC. She provides senior-level project direction and oversight and senior-level policy support for many NORC projects with the federal Centers for Medicare and Medicaid Services (CMS).
Tina was NORC’s project director for the MIDS Hospital Quality Initiatives (HQI) Implementation Support Program, as well as for NORC’s Financial Alignment Initiative contract and NORC’s State Implementation Model, both contracted with the Center for Medicare and Medicaid Innovation (CMMI). She also provided senior-level support to NORC’s Innovation Accelerator – Value Based Payment contract with CMS. She currently provides senior-level support to NORC’s Early, Periodic, Screening, Diagnostic, and Treatment contract with CMS.
Nye has a long and distinguished career working on large, multi-faceted, and highly visible projects in the government and the private sector. Among these, she was director of the Medicaid Bureau (now the Center for Medicaid and Children’s Health Insurance Program Services, or CMCS), within the Health Care Financing Administration (HCFA) and was responsible for all aspects of directing the federal/state Medicaid program including policies and regulations to encourage the growth of MCPs (Managed Care Plan), home and community-based waiver programs, and expansion of Medicaid’s child health benefit (EPSDT). During this period, she helped to shepherd the newly adopted Medicaid pharmacy rebate program and re-definition of states’ use of supplemental payments, intergovernmental transfers, and provider taxes to fund their programs. In this capacity, she worked closely with national associations and congressional leaders to define, implement, and monitor state efforts in this area.
Tina also directed the Wisconsin Medicaid program. While serving as Wisconsin’s Medicaid director, she was a member of many national committees, including the Executive Committee of the National Association of Medicaid Directors. Before joining NORC, Nye directed the state of Florida’s HIT programs and held other high-level management positions, including Deputy Director of Wisconsin’s Aging Programs, regional director for one of the largest government business processes outsourcing firms, and executive leadership positions in two national managed care firms focused on Medicare and Medicaid.
