The movement toward paying for health care by value instead of quantity is fundamentally changing how care is delivered and paid for in the United States. Many alternative patient care and payment models are in the early phases of adoption and remain untested. As these models gain widespread adoption, a concrete understanding of their cost, quality, and outcomes is necessary. 

NORC’s integrated approach coordinates across health care sectors, bringing together academics, industry leaders, patient advocates, and government representatives through our innovative mixed-methods research activities and as hosts of numerous industry convenings, technical expert panels, and focus groups. Our experts have deep analytical skills, conducting program and payment model evaluations of all sizes and translating those findings into innovative policy recommendations. 

NORC is a leading evaluator of innovation efforts in health care, including care delivery and payment redesign efforts spearheaded by both public and private entities. We are helping the Center for Medicare & Medicaid Innovation evaluate accountable care organization (ACO) models, including the Next Generation ACO, ACO Realizing Equity, Access, and Community Health (REACH), and the Vermont All-Payer ACO models. Using robust, mixed-methods approaches, we are exploring the models’ impact on spending, health outcomes, beneficiary experience, and how contextual and organizational factors shape that impact. 

NORC was also recently selected by the American College of Surgeons (ACS) to conduct a 3-year evaluation of the College’s Geriatric Surgery Verification (GSV) Program. The GSV is a hospital-based performance improvement program designed to optimize surgical care and outcomes for older adults. NORC's evaluation will inform future design changes to the program as it is expanded nationwide.
