Kate Honsberger serves as a director in the Health Care Strategy department at NORC, leveraging over 15 years of experience in health care policy and analysis to provide valuable insights to a diverse clientele, including government agencies, healthcare organizations, and advocacy groups. Her analytical proficiency and extensive knowledge of Medicaid and children's health policy, with a specific emphasis on children with special health care needs, contribute to the development of evidence-based research that aligns with clients' needs and business objectives.

Within NORC, Kate has spearheaded research initiatives supporting high-quality projects and offered technical expertise to a wide array of clients. Recent projects of note encompass an analysis of state Medicaid redetermination policies and outcomes, a study on the administrative costs to states associated with individuals churning off and back onto Medicaid coverage, provision of technical assistance to state Medicaid programs addressing the impacts of high-cost drugs, projection of potential costs for covering anti-obesity medications in health insurance programs, and survey research aimed at gaining a national perspective on consumers' utilization and satisfaction with employer-provided health insurance, with a specific focus on mental health and telehealth services.

Before joining NORC, Kate worked at the National Academy for State Health Policy (NASHP), where she led a portfolio focusing on children and those with complex health care needs, emphasizing access and quality of care within Medicaid. Her prior experience includes working at Virginia's Medicaid program, where she led a Robert Wood Johnson Foundation-funded effort to enhance the enrollment and retention of children and pregnant women in Medicaid and CHIP. Additionally, Kate worked at the Virginia Health Care Foundation, overseeing a statewide Medicaid outreach and enrollment program during the implementation of the Affordable Care Act, and served as a special assistant in the office of Governor Tim Kaine.
