Victoria is an accomplished project manager and medical anthropologist specializing in health policy and program evaluation.

Victoria is a senior research director with the Health Care Evaluation department. At NORC, Victoria has contributed task leadership, qualitative research, and project management for several contracts in scientific integrity training, science and data policy, health policy, and alternative health care payment models for the U.S. Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), the Centers for Medicare & Medicaid Services (CMS), the HHS Office of the Assistant Secretary for Planning and Evaluation (ASPE), and YMCA.

Prior to NORC, she managed engagement, onboarding, and outreach in community-participatory research for the CMS Patient and Family Engagement Network and the CDC Healthcare Personnel Focus Groups Database. She led community-centered research projects in health education, policy, and communication for the Pew Charitable Trusts, the Lupus Foundation of America, the Cystic Fibrosis Foundation, and the National Cancer Institute.

Victoria has a combined nine years of experience serving as a project manager, qualitative researcher, and applied medical anthropologist. She utilizes mixed-methods approaches to advance understanding and human centricity in health care research and process improvement in the government, for-profit, and nonprofit sectors.
