Problem
All of Us is working to improve health care through research.
Unlike research studies that focus on one disease or group of people, All of Us is building a diverse database that can inform thousands of studies on a variety of health conditions. This creates more opportunities to:
- Know the risk factors for certain diseases
- Figure out which treatments work best for people of different backgrounds
- Connect people with the right clinical studies for their needs
- Learn how technologies can help us take steps to be healthier
Additionally, the All of Us Research Program will continue to advance the science of precision medicine and add to the field of genomic data science.
As of 2023, the program has enrolled more than 750,000 adult participants and assembled a partner network of more than 100 organizations supporting community outreach and engagement, participant enrollment and retention, study operations, and longitudinal cohort management. Supporting these efforts requires significant digital communication and data management expertise.
Solution
NORC will serve as the All of Us Research Program’s new Participant and Partner Services Center.
The Participant and Partner Services Center (PPSC) will be the coordination center for cohort operations, supporting participant interactions and program management.
One of the PPSC’s objectives is to streamline cohort operations by consolidating the participant experience into a single secure platform, the All of Us Program Management Platform (APMP). NORC, with IBM support, will centralize the program’s current participant and study staff services within a single, cohesive platform. The APMP will facilitate nationwide participant involvement—including participants’ use of digital health technologies, connection to electronic health records, and access to personal health information—via a single, secure platform. The APMP will also be used to deploy surveys and manage robust communications, marketing, and analytics support for program staff and partners.
The PPSC will migrate data from current participants to the APMP and begin supporting new participants in early 2025.
NORC will also provide technological and subject matter expertise to benefit the program. Our research services will facilitate program delivery and protocol operations, including protocol development, expertise on participant engagement best practices, role-specific trainings, and multimode data collection.
Additionally, NORC will contribute directly to research data collection in 2025. This will include preparing for both paper versions of questionnaires and preparing for centralized interviews, in addition to the existing web questionnaires.
Result
The PPSC will help move All of Us into the next phase of research through cohort maintenance and new recruitment.
NORC’s efforts will support effective and equitable participant engagement, program management, and a robust research database. The PPSC seeks to enhance the user experience for current and future participants, study partners, and NIH, and will drive impactful research by offering direct research services and expanding multi-mode options for participants.
