Jackie focuses on quantitative methods, longitudinal data analysis, and methods for causal inference.

Jackie is a senior research scientist with 15 years of experience leading health policy evaluation projects. She has contributed to study design and analytic methodology on projects covering a wide variety of topic areas, including health care delivery, payment, and access; patient-centered care; and food policy and nutrition.

At NORC, Jackie works closely with the Centers for Medicare & Medicaid Services to evaluate value-based health care payment reform programs, including various evaluations of the accountable care organization (ACO) models implemented by the Center for Medicare & Medicaid Innovation. She was a quantitative lead for the Vermont All-Payer Accountable Care Organization (ACO) Model, a mixed methods analytic lead for the Next Generation ACO (NGACO) Model, and she supports analyses for the evaluation of the ACO REACH Model. She is also currently a value-based payment coach for two states for the Transforming Maternal Health Model. Furthermore, she was an evaluation task lead for two projects with the Centers for Disease Control and Prevention examining the impact of various health care setting interventions on care delivery and patient outcomes. Finally, she is the evaluation lead for the implementation and analysis of a study assessing the impact of a Food as Medicine intervention on diabetes-related outcomes in children.

Prior to joining NORC, Jackie worked at the Health Lab and the Center for Health and the Social Sciences at the University of Chicago. Her research there focused on improving access to comprehensive health care among Medicare beneficiaries and addressing social determinants of health. She has a long history of working with partners and clients at all levels to conceptualize, design, and analyze data for program and policy evaluation.
