Jennifer Norris

Research Scientist

Jennifer is a qualitative researcher with experience designing and leading mixed-methods evaluation activities for state and federal clients.

Jennifer manages and leads activities for several large-scale evaluations. At NORC, she leads qualitative data collection and analysis efforts focused on Medicaid/Medicare financing and delivery, state health policy, care delivery transformation in primary care and safety-net systems, and community health and well-being.

Her portfolio for the Center for Medicare and Medicaid Innovation includes mixed-methods evaluations of state payment and delivery models, such as the Vermont All-Payer Accountable Care Organization Model and the Pennsylvania Rural Health Model. With state clients, her work has focused on designing and implementing a Centers for Medicare & Medicaid Services-approved evaluation for Vermont’s Medicaid Section 1115 Demonstration and consulting on Vermont's Social Determinants of Health Roadmap.
