Ke is an applied economist specializing in causal methods for health research and policy evaluation.

Ke works as a research scientist at NORC, where he leads and supports the quantitative evaluation of various projects. He leverages his expertise in economics and applied causal methods to analyze complex data and provide insights that inform policy decisions. With an understanding of health care reform, Ke contributes to projects that assess the impact of policy changes on health care access, outcomes, and costs. His analytical skills, combined with a strong foundation in research design, enable him to develop and apply rigorous methods that address critical health and policy questions, driving evidence-based results.

Ke's contributions to the Global and Professional Direct Contracting (GPDC) model and evaluation of the Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) model projects highlight his expertise in quantitative analysis and policy evaluation. In these projects, he proposed and refined advanced methods, such as difference-in-differences and event study approaches, to more accurately capture the impacts of policy changes. These methods allow for a clearer understanding of causal relationships, providing valuable insights into how different interventions influence health care outcomes. Ke’s ability to adapt and improve these quantitative techniques ensures that the evaluation results are robust and reliable, making a meaningful impact on the project's findings and recommendations.

Before joining NORC, Ke provided policy consultancy and quantitative support to global organizations, including the World Bank, World Health Organization, and UNICEF. His contributions to projects such as the Multiple Indicator Cluster Surveys and the Global Financing Facility involved applying rigorous statistical methods to enhance the quality and reliability of survey data and evaluation outcomes. Ke’s work helped these organizations assess the effectiveness of various health programs, identify areas for improvement, and develop evidence-based recommendations for policy adjustments.
