Lisa has extensive qualitative research experience on state and federal programs.

Lisa is a principal research director at NORC. Her work focuses on Medicaid, managed care, long-term services and supports (LTSS), historically underserved populations, health care delivery and payment reform, and access to care.

She currently serves as the project director on the Financial Alignment Initiative Operation Support Contract (FAI) for CMS. Lisa designed and oversaw the readiness review process to conduct desk and on-site reviews of all managed care plans participating in the Demonstration across the country. Further, she oversees all ongoing monitoring activities for the FAI, including defining, collecting and analyzing data on performance and quality measures; conducting performance measure validation; administering a CAHPS survey; and baseline and benchmarking work to determine payments. Lisa has also served as project director and subject matter expert providing technical assistance and learning and diffusion support to various models out of the CMS Innovation Center, including Direct Contracting (DC), Kidney Care Choices (KCC), Integrated Care for Kids (InCK), Maternal Opioid Misuse (MOM), and Community Access to Rural Health Transformation (CHART).

Further, Lisa is a skilled qualitative researcher, leading projects that include focus groups and in-depth interviews with beneficiaries, providers and other stakeholders. She has conducted qualitative research to assess aspects of a number of states’ Medicaid programs, including Kentucky, Illinois and California, as well studies that examined a cross section of states. She has also conducted work for CMS to assess the value of the external quality review (EQR) process to states.

Prior to coming to NORC, Lisa worked in clinical research at the Children’s National Medical Center and the National Institutes of Health (NIH).
