Research, Monitoring, and Evaluation Support for the Centers for Disease Control and Prevention (CDC)
Problem
The CDC needed a partner for its research and evaluation activities.
The Centers for Disease Control and Prevention’s (CDC’s) legacy Center for State, Tribal, Local, and Territorial Support (CSTLTS)—now the National Center for State, Tribal, Local, and Territorial Public Health Infrastructure and Workforce (Public Health Infrastructure Center)—provides vital support to strengthen the capacity of the nation’s governmental public health system, with the goal of improving community health outcomes. The Center collaborates with jurisdictions, including state, tribal, local, and territorial (STLT) public health departments, to enhance their capacity to deliver high quality and equitable programs and services. The strategic goals of legacy CSTLTS are related to 1) strategic partnership and stakeholder engagement; 2) elite public health workforce; 3) operational excellence of health departments; 4) access to data and evidence about and for STLT health departments; and 5) equity, diversity, and inclusion.
Solution
CDC contracted with NORC to provide research, monitoring, and evaluation support to contribute to achieving the Center’s strategic goals.
NORC provides substantial research, monitoring, and evaluation support to CDC for three project areas: 1) learning agenda implementation and maintenance, 2) strategic plan implementation and maintenance, and 3) cooperative agreement and grant monitoring and evaluation.
Result
NORC delivers rigorous research and evaluation support to CDC.
NORC brings expertise in public health systems issues, including workforce, agency operations, access to data, and diversity, equity, and inclusion. NORC implements multiple project methodologies, including performance monitoring and planning, study design, literature reviews, data collection, data analysis, reporting, dissemination, and partner engagement.
Our work contributes to supporting STLT infrastructure and performance, improving CDC’s accountability, and ensuring decisions are grounded in the best available research and evidence.
