Megan Skillman

Senior Research Scientist

Megan is a qualitative and mixed-methods researcher with over a decade of experience in health services research.

Megan is a senior research scientist with expertise in value-based payment models, care transformation efforts, patient-centered outcomes research, and health equity. She has contributed to the design and execution of multiple evaluations, landscape assessments, and portfolio analyses.

Currently, Megan serves as a task lead on a team providing research, evaluation, and monitoring support to Centers for Disease Control and Prevention’s Center for State, Tribal, Local, and Territorial Support for a large-scale grant program designed to strengthen the capacity of the nation’s governmental public health system, with the goal of improving community health outcomes. She is also supporting efforts for the Office of Minority Health and a mixed-methods evaluation of the Accountable Care Organization Realizing Equity, Access, and Community Health (REACH) Model.

On a project for the Patient-Centered Outcomes Research Institute, she led development of a patient/participant-driven research community (PDRC) taxonomy and conducted a landscape analysis resulting in a synthesis of PDRC activities, health research landscape context, and related outcomes. Megan also served on qualitative and mixed-methods analytic teams as part of the Center for Medicare & Medicaid Innovation’s Next Generation Accountable Care Organization evaluation.

Prior to joining NORC, Megan was Director of Coding at the Public Health Advocacy Institute where she had a focus on tobacco control policy.
