Problem

The Health Resources and Services Administration’s strategy to address intimate partner violence was due for an update.

Intimate partner violence (IPV) affects millions of individuals and families in the U.S., and experiencing IPV leads to many negative health outcomes with lasting effects on people’s lives, including effects on physical health, behavioral health, economic outcomes, and quality of life. The consequences of IPV also extend to children in the household, friends, extended family, and employers.

The Health Resources and Services Administration’s (HRSA) Office of Women’s Health sought to build on its 2017-2020 strategy to address IPV with a new plan for 2023-2025.

Solution

NORC worked with HRSA to create a new, evidence-informed strategy to address IPV.

HRSA’s Office of Women’s Health contracted with NORC to develop an IPV strategy and implementation framework for HRSA-supported settings. This effort built on the success of HRSA’s 2017-2020 Strategy to Address IPV. The 2017-2020 Strategy increased awareness and understanding of IPV’s impact on health across HRSA and led to sustainable programmatic and policy changes. 

Under this contract, NORC identified areas for new and deepened collaboration, opportunities for systems-level responses to violence, and intersections between violence and other critical public health issues.

NORC conducted:

  • A literature review with a focus on emerging strategies and best practices from the violence prevention and response field.
  • Listening sessions with subject matter experts, including researchers, health center and safety net representatives, community leaders, and others focused on strengthening violence prevention and response.

  • Listening sessions with HRSA bureaus and offices to understand their efforts to prevent and respond to IPV and potential next steps.

Result

HRSA launched a new, systems-level strategy and framework to prevent and respond to intimate partner violence.

The 2023-2025 HRSA Strategy to Address Intimate Partner Violence identifies key aims, objectives, and activities that the various HRSA bureaus and offices can take to encourage HRSA-supported settings of care to assess and build capacity to prevent and respond to violence.

The IPV implementation framework provides building blocks and activities that HRSA-supported settings of care can take to apply principles from the IPV strategy to better serve patients seeking care who are experiencing or are at risk for intimate partner or interpersonal violence.
